From the Control panel, go to Control Panel -> Windows Firewall -> Turn Windows Firewall on or off -> Turn off Windows Firewall (not recommended) and then run the setup.exe file. In my experience you just get the above error message again. Right-click on the setup.exe file, and choose “Run as administrator” before installing Office 2013.
